There is room for advertising controlled by the ISP, provided it is
part of a package deal that the customer is aware of and agrees to
before signing up.
For example, there is a market for free Internet access (email only),
in exchange for banner adverts and splash screens in a proprietary
email program. Juno (http://www.juno.com/) is providing such a service
in the U.S. and encountering exceptional demand. Their advertising is
tailored to the tastes of the individual customer.
It would be a sad day, in my view, if *all* ISPs forced advertising
onto customers, though. I cannot see that happening, since business
users in particular would not agree to it.
